The QLC network is currently built on NEO but will transition to their own blockchain in the future. The QLC Chain will have a hybrid consensus mechanism called Shannon consensus. It will combine elements of delegated Proof-of-Stake (dPoS) with a regulating mechanism that is designed to encourage participation by more nodes.
